Create Lite Pre-Declaration (#415)
Selecting a scenario loads a spec-compliant sample. Edit the JSON as needed, then submit.
#415 is asynchronous: success returns HTTP 202 with requestId/documentId. Poll the status section for the CTO result.
HKIA submission sends operational data to SIT. Select a shipment and run Preview validation before submitting.
